The Coal Authority (CA) was created under the Coal Industry Act of 1994. It has four specific duties; they are licensing coal mining operations in Britain, handling subsidence damage claims that are not the responsibility of licensed coal mine operators, dealing with property and historic liability issues and providing public access to information on past and present coal mining operations.
The challenge
The CA had a requirement to implement electronic document and record management (EDRM) by January 2005 in accordance with government initiatives.
The solution
Previously, all records were retained and managed in paper form, and the archive held approximately 850,000 paper files. These files were all to be retained and managed alongside the electronic records. A paper file management system (IMPReS) being used to manage the paper records. IMPReS has now been superseded with the introduction of EDRM, and all IMPReS data has been be transferred to the Wisdom database.
Wisdom was implemented for 300 users to provide:
- Electronic document management
- Electronic record management
- Paper record management
- Hybrid record management
- Data migration of 850,000 IMPReS records and their associated movement history
