Morse completed the redevelopment of the States of Jersey website and the online tool for Jersey residents to access government resources.
The company has implemented Microsoft Content Management Server 2002 to consolidate over 30 departmental websites into one and to give over 120 web authors within the States of Jersey the ability to create and deliver web content without the bottleneck of a ‘webmaster’ controlling all publishing. The website now provides a single interface for users to quickly and easily locate information about States services.
We were also responsible for designing a metadata and categorisation strategy that adhered to government guidelines. The metadata was built around the eGovernment Metadata Standard (EGMS) which lists the elements and refinements that should be used by the public sector for information resources. Categorisation was defined according to the Integrated Public Sector Vocabulary (IPSV), an encoding scheme for populating the EGMS. The website was designed to meet level two of the W3C web accessibility compliance legislation.
“Previously States departments designed and produced their own sites, with individual logos, styles, content management systems and navigation”, says Malcolm Scott, development manager at the States of Jersey. “This led to inconsistencies, wasted time and a lack of knowledge-sharing across the organisation. The new website will mean improved communication of government decisions, easier navigation and clearer access to information. Morse's prior knowledge and experience of working with government organisations and their understanding of web technologies, standards and W3C guidelines meant that the project ran smoothly from start to finish and we are already receiving positive feedback.”
